Developed after first hand experience of the disruption caused by asylum accommodation being run at arm’s length from local government, Asylum Devolution explored what a more devolved, place based approach could look like instead. Working with The Housing Festival and NACCOM, and building on lived experience research published in Treat Us Like Humans, we spoke to leaders across the North East and South West of England to test the case for devolving greater responsibility for asylum accommodation to regional and local actors.
The resulting report sets out the conditions under which devolution could work, genuine ring fenced funding, shared risk across authorities, and robust data sharing, and proposes a Regional Integrated Accommodation Pilot to test whether place based coordination can reduce hotel use, cut costs and improve outcomes for people seeking asylum.
